Rod Kelsay, secretary of the Illinois Cooperative Council, awarded Larry Kraft, immediate past board chairman of the Association of Illinois Electric Cooperatives in Springfield, with the 2014 Illinois Cooperative Council’s Outstanding Cooperative Director award.
