While on patrol Thursday, a Pana Police Department officer saw a man walking through the intersection who then reportedly attempted to conceal an object from the officer’s view. The officer stopped to investigate and found the man, who was identified as 29-year-old Brad A. Ballinger, to be in possession of an open can of alcohol on public way. Ballinger was also reportedly found to be in possession of cannabis and drug paraphernalia. Ballinger was issued a city ordinance citation for possession of open liquor on public property. The information will be forwarded to the State Attorney’s Office for consideration of charges pending Illinois State Police forensic analysis of items.
