The Government shutdown is having an effect on an upcoming event. The Army Corps of Engineers is closed down meaning there will be a few minor changes in Shelbyville’s Scarecrow Daze and especially the Balloon Fest. Tad Mayhall of the Shelbyville Chamber of Commerce says the only real change is the need for volunteers:
