Governor Pat Quinn has talked about everyone needing to step up to lower the deficit for the State of Illinois.

Well although State Representative Wayne Rosenthal may not agree with how Governor Quinn wants to lower the deficit, Rosenthal and his constituents did just pass a budget for the new fiscal year.

Rosenthal says he plans on building revenue.
