As he prepares to visit the House chambers podium, he's facing blistering critiques in advance from the likes of Comptroller Susana Mendoza. Mendoza also echoed claims from State Representative Jeanie Ives in Monday's Chicago Tribune Editorial Board debate.

Mendoza criticized the Governor for the $1 billion in late fees the state has had to pay because of the lack of a budget in recent years.
