There seems to be an issue of residency for Ann Callis, a former Madison County judge who's trying to unseat U.S. Rep Rodney Davis in the 13th Congressional District. According to Lee Enterprises, Callis lived in Kirkwood, Missouri while serving as a judge in Madison County, Illinois.  Her campaign reps say she also owns a home in Troy, Illinois but is renting a spot in Edwardsville while running for office.  Congressional candidates are not required to live in their district.
