Governor Pat Quinn says he is open to diverting a greater share of state income tax revenue with local municipalities as a possible way to alleviate Chicago's pension crisis. State Representative Bill Mitchell of Forsyth says this is another ridiculous idea from Quinn:

Quinn said the plan would work through his budget proposal, which called for an extension of an income tax hike as well as a $500 property tax rebate.
