A court order, directing the Illinois Legislature to pay owed back wages to State employees, has so far been ignored.  State Representative Tom Cross, a candidate for the Illinois Treasurer, says there are ways that such orders can be enforced:

Cross, who announced his candidacy in September, is the former Illinois House Republican Leader.  He is urging Illinoisians to sign an online petition at honestbalancedbudget.com, to pressure the legislature to balance the budget.
