Times are tough for Central Illinois schools.  Most districts are dealing with budget shortfalls, most of which are associated with the State’s failure to deliver promised funding.  Tad Mayhall of the Shelbyville Chamber of Commerce says one Shelbyville School is taking matters into their own hands:
