Taylorville City Council Talks About Sidewalk Improvements Near Oak Hill Cemetery

 width=The Taylorville City Council met last evening and one topic of discussion brought up at the meeting was the issue of what money will be used to pay for the repair of sidewalks near the cemetery on Cherokee and Gandy Streets that are owned by the city easement.

Alderman Martin Vota of Ward II says he believes that he believes that the $10,000 fixing of the sidewalks should be paid by the general fund.

There have been two incidents of injuries on the sidewalks including a person who fell and broke his arm. The motion to fix the sidewalks was tabled unanimously by the council.

Also brought up at the meeting was the issue of a residency requirement for city employees. Alderman Earl Walters of Ward IV says that he thinks Taylorville should look at what the Springfield City Council is doing when it comes to a residency requirement.

Alderman Rob Heberling of Ward II said after Walter’s statements that although he may have voted for a residency requirement that the decision has come from an arbitrator and that is why the city must pass this through. The motion to direct the City Attorney to amend to the Taylorville City Code as it pertains to residency requirements did pass with a 7-1 vote at the meeting.

Another issue brought up at the meeting was establishing the salary of the Mayor, Aldermen, City Clerk and the City Treasurer.

Alderman Shawn Burtle of Ward IV voted no to the motions for the Mayor and the City Clerk and City Treasurer salaries.

Burtle says that he voted no because he believed the Mayor and City Clerk’s salary increase should be more consistent.

Those two separate motions for the Mayor and for the City Clerk and City Treasurer both passed 7-1. The motion for establishing the Aldermen’s salaries passed unanimously.

The mayor's salary under the plan will be $45,450 for the fiscal year starting May 1, 2013 to April 30, 2014 and will incrementally increase to $45,904.50 for the next fiscal year, $46,363.55 and then to $46,827.19.

The alderman's pay will be consistent without an increase of $579.63 per month for the next 4 fiscal years. Both the City Clerk and City Treasurer's salary will stay at $54,367 for the next 4 fiscal years.

An Oath of Office was performed at the meeting for the new Fire Captain Ron Smith (pictured above) as well.

All other motions passed unanimously at the meeting and they include:

Motion to direct the City Attorney to amend Section 10-4-3A-6 of the Taylorville City Code to include Residential 1 (R-1)

Motion to direct the City Attorney to amend the Sections in the Taylorville City Code as it pertains to residency requirements

Motion to approve the transfer of $100,000.00 from the General Fund to the Water Fund for the repayment of the Water Fund Loan

Motion to direct the City Attorney to prepare an ordinance regarding an incentive package with Larry’s Service Center

Motion to approve the bid of $11,250.00 from Neikes Floor Covering for carpet for the                            Council Chambers, and the City Clerk and City Treasurer’s offices

Motion to direct the City Attorney to prepare an ordinance renaming the one block area of Roosevelt Road, located from Springfield Road to Northwestern Avenue, to North Lincoln Avenue         

Motion to approve Change Order #1 with TNT Contracting, Inc., in the amount of $6,400.00                   which includes furnishing and installing (1) 54”x54”x48” tee, (1) section of 48” pipe on tee and (1) 48” cap for the Ward II-City Park Addition, Phase 3 Storm Sewer Project

Motion to approve the purchase of a Propeller Pump for the Cleveland and Long Lift Station from Vandevanter Engineering at a cost of $23,064.93, for the pump only with installation to be billed later

Motion to approve the purchase of a Transducer for the Cleveland and Long Lift Station from Vandevanter Engineering at a cost of $2,055.19 which includes labor and mileage

Motion to approve the purchase of a Controller and Transducer for the Industrial Park Lift Station from Vandevanter Engineering at a cost of $4,538.32, which includes labor, installation and testing after the repairs have been completed

Motion to approve Pay Request #1 from TNT Contracting, Inc. in the amount of $98,399.07 for the Ward II-City Park Addition-Phase 3 Storm Sewer Project.  This amount includes 10% retainage

Motion to approve and/or ratify payment of bills ($459,815.04)

The next Taylorville City Council meeting is scheduled for October 15th.
