On Tuesday David A. Bourlard 45 of Kincaid was traveling northwest on Rt. 29 when he reportedly ran the light at the Rt. 29, Rt. 104 intersection near BP and Spring Garden Restaurant in Taylorville.
Boulard said he did not see he had a red light.
Witnesses who were waiting at the light and observed Bourlard run the light in his 2000 Dodge Intrepid.
Janette C. Phillips 29 of Kincaid was entering the intersection from Rt. 104 in her 2004 Dodge Caravan on a green light and was struck by Bourlard.
