Representative Jil Tracy is looking to change the provisions of the Illinois Dissolution of Marriage Act.
She says all too often a person who represents the child in a custody battle charges outrageous fees and drags the process out so they can get even more money.

Tracy is behind a proposal that would require the child's representative, attorney or guardian ad litem to submit a detailed invoice every 90-days. The proposal passed in a House committee yesterday.
