Cook County State's Attorney Anita Alvarez says Chuck Dai refused to repair the East 75th Street building, despite a court order.  Firefighters Edward Stringer and Corey Ankum were killed after the building's roof collapsed on them last December.  The fire hurt 17 other firefighters as well.  A lawsuit has been filed by Stringer's family over what happened.
