CITY COUNCIL APPROVES ORDINANCE FOR GENERAL OBLIGATION BONDS

The Taylorville City Council met in regular session on Monday, December 5, 2011 at 7:00 pm in the Council Chambers. The meeting was called to order promptly by Mayor Brotherton. Pastor Philip Neumann or Grace Baptist Church provided the invocation.

The minutes of the previous council meeting was approved as were the minutes of several of the committee meetings. The Council approved unanimously an ordinance authorizing the city of Taylorville to enter into an annexation agreement for water services with several properties.

A roll call vote was taken to approve an amendment to the city code addressing the excavation fees. It was determined that a $250 excavation fee is to be paid prior to any tunneling under or excavation begins in any street alley or public place; if the fee is not paid in advance, a $750 fine would be imposed on the violator. The amendment was approved unanimously.

The City Council then moved to a vote on the issuance of General Obligation Bonds for the purpose of financing improvements and additions to the stormwater drainage facilities. After some discussion concerning wording in the final agreement, the issuance was passed on a 7 to 1 vote with Alderman Dorchinez being the only nay vote. Alderman Dorchinez stated he was not opposed to the work itself, but to the spending of all the tax revenues at this time.

The Street and Sewer Committee report was heard with 3 items being approved by the Council. The low bid of $1,389,988.80 was accepted and the contract awarded to McIntire and Company for the Kenmore Phase III storm sewer project. Approval for payment was given to Illinois Valley Paving in the amount of $588,760.70 for the work on Spresser Street and payment in the amount of $307,194.75 to McIntire & Company for Ward II Kenmore Phase II storm sewer project.

The Council directed Attorney Fines to draft an ordinance to sell the property at 26 Illini Drive. In other business the Council approved salary increases for non-bargaining superintendants and the secretary to the mayor in the amount of 1% of currenty salary plus a $500 bonus. The Council moved to approve the Human Resource Manager to post a bid for an opening in the Taylorville Sewer Department for a heavy equipment operator. A motion was made, seconded and passed to approve the payment of bills in the amount of $1,124,247.24.

The meeting was adjourned at 7:45 pm.
